DRAKE is the RN barracks and base at Devonport and Drake-IV was an accounting section within the barracks. Established in 1939 it was the office that administered pay etc. for destroyers based at Devonport.  To be precise, it was initially housed in the barracks library, then in "number 8 hut, the Parade Ground".  It closed down in 1946.

If you have this on a service record, it is likely that it shows where the mans pay etc was adminstered from, rather than where he actually served.
